On March 21, 2025, the 5th meeting of the 11th Leizhou Municipal Committee of the Chinese People's Political Consultative Conference solemnly opened at the grand People's Hall. Municipal Party Secretary Wu Songjiang, Mayor Yan Jiawei, and other city leaders, along with CPPCC members from all sectors of the city, jointly discussed development plans. At the meeting, the brilliant speech by Zhang Yuanting, Chairman of Guangdong Damaoniu New Materials Co., Ltd., a standing member and committee member of the 11th Leizhou Municipal Committee, sparked enthusiastic responses. Her proposal "Enhancing Government Soft Power to Promote the Development of New Quality Productive Forces" was awarded an outstanding proposal and she was honored with three titles: "Star Member," "Outstanding Member," and others.

CPPCC Chairman He Peilie pointed out in his report, In 2024, the municipal CPPCC adhered to party building leadership, focusing on key industries such as port economy and new materials to deepen consultation and political discussion, innovatively creating characteristic performance brands like "Credit + Investment Promotion." Under the strategic guidance of the municipal party committee and government to "build a new open highland in western Guangdong," Leizhou has formed modern industrial clusters including port economy and new materials.

"The 1.2 billion Damaoniu project took only 60 days from negotiation to signing, and only 6 months from piling to topping out!" Member Zhang Yuanting vividly illustrated the profound meaning of "Leizhou Speed" with her company's personal experience. As a native of Zhanjiang, she pointed out with entrepreneurial insight that Leizhou is refreshing the business environment with innovative services such as "start construction immediately after land acquisition" and "full-process agency." Benefiting from the "industrial chain investment promotion" model, Damaoniu has now attracted many upstream and downstream enterprises such as Zhi Enzhen Sports, Joy Accelerator, and Dachang Digital Molds to settle in Zhanjiang.

Since being elected as a standing member of the Leizhou Municipal CPPCC, Ms. Zhang Yuanting has always adhered to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, consistently upholding the principles of seeking truth from facts and objectivity and fairness. Focusing on the hot and difficult issues of enterprise development, closely combining her own enterprise and the actual development of the new materials industry, she conducted in-depth research and investigation, offering advice and suggestions for the high-quality economic development of Leizhou. In the proposal stage, Ms. Zhang Yuanting put forward the following three major development suggestions:

First: Focus on industrial upgrading and build a new modern industrial system. Prioritize promoting the high-end, intelligent, and green transformation of traditional manufacturing, establish a special fund for technological transformation to support equipment renewal, and further advance the digital and intelligent process of enterprises; focus on cultivating emerging industries such as new energy, new materials, and low-altitude economy, creating a 10-billion-level industrial cluster.

Second: Deepen government-enterprise collaboration and create a new highland for the business environment. It is recommended to build an "Enterprise Service Cloud Platform" to achieve 90% of matters handled through "one network connection"; recommend implementing a "Credit White List" system to open green channels for trustworthy enterprises; recommend forming a rapid response mechanism of "enterprise whistle-blowing - department reporting," creating a "half-hour government-enterprise response circle" to provide solid support for enterprise development.

Third: Amplify regional advantages and develop a new pattern of maritime strength. Relying on the hub advantage of Leizhou Port, plan and build an ASEAN cross-border industrial cooperation zone, improve port infrastructure, promote the coordinated development of marine economy, port-related industry, and cross-border trade, injecting strong momentum into high-quality development.

The above proposals have received high attention and active responses from various departments and leaders at all levels in Leizhou, playing a positive role in promoting the high-quality economic development of Leizhou. Meanwhile, Damaoniu, as a model of government-enterprise collaborative development, has established its first overseas production base in Vietnam and is simultaneously advancing the site selection for its Indonesian factory. Leveraging Leizhou's port advantages, the company has reduced logistics costs by 40%, shortened product delivery cycles by 60%, created over 200 jobs, and fulfilled the mission and responsibility of a CPPCC member with practical actions!
